Design is not simply the act of making something.
It is a form of thought through which we perceive and structure the world.

Can Design Be a Science?

In 1969, Herbert A. Simon made a groundbreaking proposition in The Sciences of the Artificial.

 

“Design is a rational process for improving human life through the creation of artefacts.”

 

While conventional science largely sought to explain what exists in the natural world, Simon argued that we also needed a discipline concerned with imagining and designing what does not yet exist — the artificial.

That discipline was design.

Simon’s Definition of Design — From Existing Situations to Preferred Ones

Simon famously defined design as follows:

“Design is devising courses of action aimed at changing existing situations into preferred ones.”

 

In other words:

“Design is the process of devising ways to transform existing situations into more desirable ones.”

 

This is not simply about producing an end result. It describes a process of thought in which we:

understand the present situation → structure the problem → explore possible courses of action.

Design, in this sense, is a form of intentional thinking.

At the heart of Simon’s thinking is this idea:

Design is not simply about choosing an answer.
It is about designing the way in which the problem itself is framed.

The Designer as an Intellectual Architect

Simon argued that human judgement always takes place under conditions of limited information, limited time, and bounded rationality.

The designer, therefore, is not an all-knowing problem solver. Rather, the designer is an intellectual architect who structures conditions in which better judgements and workable decisions can emerge.

This closely resonates with contemporary design thinking, which does not seek a single perfect answer. Instead, it emphasises the rapid testing and refinement of viable, actionable solutions through an iterative process.
